Updates to the TEC Funding Conditions Catalogue 2024
The Tertiary Education Commission (TEC) who fund literacy and numeracy programmes have recently published their 2024 funding conditions catalogue. The funding conditions are updated annually and give the conditions, by fund, for the period 1 January to 31 December each year. You can see the current catalogue here.

Change to eligibility of learners
A change to the definition of a ‘low skill level in literacy and numeracy’ affects learner eligibility. This includes changes to the number of credits on the NZ Qualifications and Credentials Framework, including literacy and numeracy credits, and exclusion of learners who have achieved a qualification at Level 5 or above in NZ. Refer to the catalogue to see the specific details for each fund.
Change to Qualifications required for educators
The qualifications required for educators who teach foundation level literacy and numeracy have been updated and simplified. Please see here for minimum qualifications, including exemptions.
Reminder: Use of LNAAT Tool changes in 2023
In 2023, the requirement to use LNAAT (Literacy and Numeracy for Adults Assessment Tool) as an assessment tool to measure progress changed. From 2023 the TEC has focused on using LNAAT as a diagnostic assessment to be used early in programmes. It is not mandatory to use the tool to measure progress, but it can still be used if this is the most appropriate tool. See the guidelines for using LNAAT here here.
