Online enrolments
To offer online enrolment, you need to meet the same key requirements and expectations as face-to-face or paper-based enrolments. Any online solution must meet the funding conditions for the relevant year, as well as legislation, guidance and rules.
Verifying identity
Ensure the learner’s identity is verified with a method prescribed in the funding conditions. To find methods you can use, see the funding conditions for the relevant fund.
Verifying eligibility
You must also verify the learner’s eligibility as per the funding conditions for the relevant fund. This includes verifying their domestic status using one of the methods specified there.
Other requirements
Other requirements include (but are not limited to) ensuring that:
- learners meet the entry criteria, and
- you maintain the principles of the Fair Trading Act 1986. This means making sure that learners receive and understand accurate information about the programme before enrolling.

Online record keeping
Make sure that your online processes meet TEC requirements for record keeping.
You must keep accurate and up-to-date records specifying:
- evidence that you have verified the learner’s identity, and
- evidence that you have verified that the learner is a valid domestic enrolment.
You still need to keep attendance records for online delivery, but these can be records of online engagement and participation.
If you offer online enrolments, you need to retain evidence on the learner’s file that each enrolment meets the requirements.

Online training agreements
Online training agreements must meet the requirements outlined in the funding conditions for these modes of delivery:
- work-pathway to work
- work-based, and
- assessment and verification.
An online training agreement requires the same level of engagement with the learner as other forms of agreements. This is to ensure that it represents an authentic understanding shared by the learner and the employer, as well as the provider.
For work-based delivery modes, we expect providers to uphold their responsibilities as defined under the work-based delivery component, which states: “learners are supported in their training by both the provider and employer. Providers are responsible for learners’ health and wellbeing support”.

Code of Good Practice for New Zealand Apprenticeships
For providers delivering New Zealand Apprenticeships, TEC’s Code of Good Practice for New Zealand Apprenticeships defines how they should work with employers to support learners. The code contains key principles that providers must use to guide any decisions about online arrangements.
